Dear Commissioners Wilson, Moore, Uribe, Gomez-Cordero, Martinez-Semrad, and Scott,

On April 9, 2025, the Orange County Roadway Agreement Committee met to discuss the Second Amendment to the Horizon West Village I Road Network Agreement. The Agreement was initially approved by the Board in January 2020. For the past two and a half years, the signatory owners and the County have been working on negotiating the terms of the Second Amendment.
​
While we are understanding of the complex nature of the Agreement, the lack of connection and the uncertainty regarding the future of the connection have significantly impacted our quality of life. Many Lake County residents commute to Orange County for jobs, healthcare, government services, dining and retail options, and recreation. What should be a five minute drive to the other side of the barrier on Flemings becomes a thirty minute drive. We support Orange County via being employed in Orange County businesses and spending our discretionary income in your county. We rely on Orlando to have access to lifesaving emergency health care and specialized medicine.

Since the April 9th RAC meeting, we have yet to see the Second Amendment make its way to the Board. This leaves us lacking confidence in the desire of Orange County to complete this connection. The proposed construction completion date has already been shifted to nearly a year delay (from January 1, 2026, to November 30, 2026), and as it has now been well over a month since the drafted Second Amendment was discussed in the RAC meeting, we are left wondering if November 30th will even be feasible.
​
You recently conducted a survey of Flemings Road that showed that the existing road was capable of withstanding local traffic of (an overinflated) 15,000 Average Annual Daily Traffic amount with 1% trucks (which is manageable with coordination from Lake County to prohibit trucks from using the connection) for over ten years. It is frustrating that, in order to appease M/I Homes of Orlando at Titan-Liberty Lake Underhill who are against opening the road now due to increased complexity of eventually widening into four-lanes, you are willing to continue to make Orange and Lake County residents spend extra hours on the road. This includes many hospitality and service-industry workers that are responsible for making Orange County the tourism hotspot that it is. You are blocking access to affordable housing to the people that need it most so that it doesn't hurt the pockets of the developers who are well-equipped to absorb the extra costs of redesigning construction plans.

I urge you to use all available resources to come to an agreement with the signatory owners, including making additional financial concessions where necessary. In the interim, please open the road as-is for local traffic only with a restriction on large trucks. We are facing an unprecedented cost-of-living crisis, and extra time on the road just to be able to access affordable housing is very damaging to our quality of life. You all have fought for affordable housing for your residents, and while we understand that we are not your residents, we are your workers, your shoppers, your doctors, your nurses, your teachers, and your neighbors. Please commit to the mission you all have touted and remove the barrier so there can be "Housing for All."

We would also ask for improved transparency as this process moves forward. There has been misinformation and misunderstandings that have led to frustration, but that frustration can be mitigated by an understanding of the actual events. While it is not possible for us to understand every intricacy of the negotiations of the Second Amendment, a good-faith effort to educate us would go a long way. It feels as though Orange County officials use bureaucratic language and technical jargon to get out of having an actual conversation explaining the situation.

This connection has been identified as a necessary improvement in both Orange and Lake County transportation plans since the Interlocal Agreement in 2017. You have the power to provide access to affordable housing, healthcare, and our jobs. You have the power to help Orange County businesses by increasing their potential employee pool and customer base. You have the power to save us hours on the road. Please use the power you have to help the people in your community and in your neighboring community. Thank you for reading, and I would appreciate a response back regarding the status of the Village I road agreement.
